Sewer law changes to take effect

Next month will see the country's 10 water and sewerage companies take ownership of private sewers and lateral drains which are connected to the public sewer.
The cost of the drainage law change is likely to be divided among all water customers living in England and Wales.
Commenting on the move, Kevin Wellman, acting chief executive of the Chartered Institute of Plumbing and Heating Engineering, said there is currently a lack of clarity surrounding "responsibility for pipes connecting external drains to public sewers".
However, he added: "These changes should simplify matters for members of the public and avoid the costly delays which often occur when there is confusion over who is responsible."
The new legal changes, which are set to come into force from the beginning of October, will also require new sewers to meet approved construction standards.
